The Chechen prosecutor’s office will soon likely exempt from criminal prosecution the first group of Chechen guerillas who voluntarily laid down arms. “The decision to apply the amnesty act will be made after procedures regarding the 49 former members of illegal armed formations who voluntarily surrendered and laid down their arms are completed,” Chechen Prosecutor Vladimir Kravchenko told Interfax on Tuesday. The prosecution agencies are currently checking whether these people could have been involved in grave crimes not subject to the amnesty recently declared by the State Duma to mark the adoption of the Chechen constitution.
