The Sri Lankan Government has made a direct appeal to Tamil Tiger rebels to return to the negotiating table. The move came at the start of an international donors’ conference in Tokyo to help raise money to rebuild the country after two decades of civil war. Prime Minister Ranil Wickramasinghe offered the rebels a provisional administrative role in governing the island’s north-east, saying they would have responsibility for rebuilding Sri Lanka’s economy. Donors promised up to $2.3bn on the first day of the conference in exchange for steady progress in the peace process. The rebels from the Liberation Tigers of Tamil Eelam (LTTE) withdrew from the conference last month, saying that progress had been too slow.
