A woman blew up a bus carrying military workers to a Russian air base west of Chechnya early today as it paused at a railroad crossing, killing at least 18 people, many of them women, and herself. The attack wounded perhaps 15 more. It was the third suicide bombing in the region in just over three weeks, as well as the third in which a woman was either the bomber or a participant. The bombings have belied Russian officials’ efforts to portray Chechnya as settling into a more peaceful state following a Moscow-run referendum on March 23 in which most voters were said by the Kremlin to have approved a political structure that would firmly deny Chechnya the independence sought by rebels.
