A court in the Dutch city of Rotterdam is to give its verdict on Thursday in the case of 12 men accused of helping to recruit members for a holy war against the West. The trial, which began last month, has been seen as a test of the Dutch justice system’s ability to deal with suspected terrorists and terrorist organisations. But the court has already released four of the suspected militants and prosecutors have dropped the main charge – of helping the enemy in a time of conflict – from 10 of the accused. The charge was last used in connection with crimes committed in World War II, and experts disagree on whether the Netherlands can be considered to have been at war after the 11 September attacks.
