Only one of the four victims was hospitalized, the report said. A postal worker who witnessed the blast told SER, Spain’s leading radio network, the explosion happened at 8:00 a.m. local time when another worker moved a package on top of the one that contained the explosives. Investigators said they have not yet determined the intended bomb recipient. The blast did not appear to be the work of the Basque separatist group ETA, said the central government’s chief representative in Valencia, Juan Cotino.
