Two Hamas militants were killed today, one when a bomb exploded inside his West Bank apartment under disputed circumstances. And a 1 1/2-year-old Palestinian boy was fatally shot by the Israeli Army in the Gaza Strip, Palestinians said. The latest violence came as Israeli and Palestinian leaders continued to spar over details of the American-backed peace plan known as the road map. Mahmoud Abbas, the new Palestinian prime minister, said Israel was delaying progress with its refusal to fully embrace the initiative, which requires both sides to take conciliatory steps and which aims to secure a Middle East peace treaty and a Palestinian state within three years.
