Lawyers for Zacarias Moussaoui urged a federal judge today to force the government to provide him with details of a new prosecution theory that he intended to crash a hijacked plane into the White House in a terrorist attack separate from the hijackings on Sept. 11, 2001. The Justice Department has refused to discuss the theory publicly and has also refused to disclose the details to Mr. Moussaoui. But in court papers today, the defense lawyers said that many of the details had been divulged by prosecutors in a secret court hearing in January and that the department should be required to share a full transcript of that hearing with Mr. Moussaoui. Mr. Moussaoui, a French citizen who is the only person charged in an American court with conspiring in the Sept. 11 attacks, has denied that he anything to do with them. Acting as his own lawyer, the confessed member of Al Qaeda has asked that he be given an unedited copy of the January transcript. He was barred from the hearing because he has no security clearance.
