At least 22 people have been killed and 21 others injured in Indian-administered Kashmir even as the government began a fresh peace initiative. Seventeen suspected militants have been killed in two separate incidents near the border with Pakistan. In an earlier incident, at least five people were killed and 12 others injured in a landmine blast. And at least nine Indian border guards have been injured in a blast near Srinagar. The fresh violence comes just four days after Indian Prime Minister Atal Bihari Vajpayee addressed a rare public rally in the summer capital.
