The top federal prosecutor in Manhattan urged an appeals court Thursday to reopen the case against a California college student who knew one of the Sept. 11 hijackers. U.S. Attorney James B. Comey said FBI agents had good reason to arrest Osama Awadallah, 22, after finding his phone number in the car of Nawaf Al-Hazmi, a hijacker on the plane that hit the Pentagon. Judge Shira Scheindlin a year ago drew praise from civil rights advocates when she criticized investigators and tossed out charges against Awadallah, of El Cajon, Calif., who was accused of lying about his associations with two hijackers.
