Congo’s warring factions signed a post-war political settlement on Wednesday, but the ceremony was overshadowed by the absence of President Joseph Kabila. The deal — signed by the government, rebel leaders and opposition parties — paves the way for a transitional government to be followed by the country’s first democratic elections in over four decades.
