Congo’s warring factions signed a post-war political settlement on Wednesday, but the ceremony was overshadowed by the absence of President Joseph Kabila. The deal — signed by the government, rebel leaders and opposition parties — paves the way for a transitional government to be followed by the country’s first democratic elections in over four decades. Africa’s third-biggest country was plunged into a devastating war in 1998 when Rwanda and Uganda backed an uprising in the east in a campaign to overthrow the Kinshasa government. Full Story
