The European Union on Monday launches its first military operation in the Balkan republic of Macedonia, in what will be a test for Europe’s defence and security ambitions. The operation, called Concordia, will consist of around 300 soldiers drawn from most of the EU and candidate countries, while the EU’s blue flag and 12 golden stars will for the first time decorate the lapels of the troops. It is part of the EU’s European Security and Defence Policy, or ESDP, which is still trying to overcome crucial shortfalls in military capabilities ahead of plans to launch a 60,000-strong rapid reaction force by the middle of this year.
