A former minister from the Indian state of Gujarat was shot and killed today as he took a morning walk near his home in Ahmedabad. Haren Pandya, 43, was a member of the ruling Bharatiya Janata Party, and a former home and revenue minister. The state was put on a security alert to prevent any violent reaction to the killing. Gujarat was the site of Hindu-Muslim riots last year that left more than 1,000 people dead. At the time, Mr. Pandya was accused of taking part in the riots, or doing little to stop them. But he subsequently clashed with the state’s controversial chief minister, Narendra Modi. Party leaders summoned Mr. Pandya to answer whether he had testified before a citizens’ tribunal on the riots that produced a report highly critical of Mr. Modi. An unidentified cabinet minister testified before the tribunal that on the night of the incident that triggered the anti-Muslim riots — an attack on a train car full of Hindu pilgrims — Mr. Modi had met with top police officials and given orders to not interfere if there was retaliation.
