In an unusual afternoon conference call, Gov. John G. Rowland assured municipal leaders across the state Thursday that extraordinary security measures, ranging from troopers riding trains into New York to large trucks being stopped on interstate highways, were in place to keep residents safe. “I think the governor’s whole conference call gave people a great deal of assurance that things were happening as they should happen,” East Windsor First Selectwoman Linda L. Roberts said. On Thursday morning, about 50 state troopers began riding on Metro North trains to help protect the nearly 100,000 Connecticut residents who commute to New York City. New York Gov.
