Retired Archbishop Desmond Tutu officially ended the work of South Africa’s Truth and Reconciliation Commission on Friday when he handed the last two volumes of its findings to President Thabo Mbeki. Tutu, chairman of the panel, said he thought it had made progress toward healing people wounded and traumatized by apartheid, South Africa’s system of strict racial segregation, which was instituted in 1950 and lasted until 1991.
