Authorities will conduct surprise searches on bridges, increase bomb- dog patrols at airports and beef up security on coastal waters today after the Bush administration elevated the risk level of terrorist attacks to Code Orange. Security officials in the Bay Area and around the nation, fearing that a war with Iraq could lead to retaliation by terrorists on American soil, said that they were preparing for the worst but that they knew of no specific threat. “The intelligence community believes that terrorists will attempt multiple attacks against the U.S. and coalition targets worldwide in the event of a U.S. -led military campaign against Saddam Hussein,” said Tom Ridge, homeland security secretary. Calling the elevated status “Operation Liberty Shield,” the Department of Homeland Security ordered an increase to orange alert or “high risk,” from yellow, or “elevated risk.” Only Code Red is higher than orange, and it never has never invoked.
