The United States on Tuesday prepared for war after Iraqi President Saddam Hussein rejected its demand to go into exile and Americans went on a higher terror alert against feared retaliation. President Bush was spending the day conferring with Defense Secretary Donald Rumsfeld over final military moves and speaking with foreign leaders including potential members of the coalition he has vowed to lead against Iraq, White House spokesman Ari Fleischer said. Bush started the countdown to war on Monday evening, in a speech giving Saddam 48 hours to quit Iraq or face invasion from 280,000 troops in the Gulf region poised for war. Saddam on Wednesday poured scorn on the ultimatum, his cabinet vowing to repel “invading aggressors.” Fleischer warned that rejecting Bush’s demand would be Saddam’s “final mistake.” He said Bush still hoped Saddam would accept the ultimatum. “The next move’s up to Saddam,” an administration official said.
