The FBI and CIA will locate their counterterrorism operations under a single roof but keep their lines of authority distinct under a wide-ranging intelligence analysis center announced Friday by President Bush. “The goal is to develop a comprehensive picture of terrorist activity,” Bush said in a speech at FBI headquarters. “We’re collecting a lot of information and we’re going to share it in a way that enables us to do our jobs as you expect us to do.” When the president first described the Terrorist Threat Integration Center in his State of the Union address, it was described as a place that would analyze intelligence collected by others. New details provided Friday show the vision is much broader.
