The country’s intelligence chief warned today that the latest taped message attributed to Osama bin Laden was an “exhortation to his followers,” like statements made by the terrorist leader last year that were quickly followed by deadly attacks overseas. “He’s obviously exhorting them to do more,” George J. Tenet, the director of central intelligence, told the Senate Armed Services Committee. “And whether this is a signal of impending attack or not is something we’re looking at. I can only tell what the history is.” Mr. Tenet said that two previous messages attributed to Mr. bin Laden, on Oct. 6 and Nov. 12, were followed within days by terrorist strikes against American and other targets overseas. “What he has said has often been followed by attacks, which I think corroborates everything that we’re seeing in terms of raising the threat warning, in terms of the specific information that we had at our disposal last week,” Mr. Tenet said.
