The epicenter of Colombia’s civil war is now located in the northeastern department of Arauca, where the government is mounting a show of force against the leftist guerrillas and right-wing paramilitaries that have been battling for control of the area for more than two decades. In Arauca, where a provisional government has been in place since mid-January, there have been three car-bomb explosions and numerous armed clashes between the security forces and guerrilla groups so far this year, claiming the lives of at least 20 civilians. Political analysts say this department, bordering Venezuela and home to 300,000 people, has been chosen by the Alvaro Uribe administration and the guerrillas as a location to take their military power head to head.
