Families should respond to the nation’s heightened terror alert by staying watchful, reviewing household disaster plans and stocking their emergency supply kits, homeland security officials said Monday. However, disaster experts acknowledged that many Americans have not made disaster preparations called for at lower threat levels. Such people could be vulnerable if the government is forced to declare a red alert, signifying an ongoing or imminent terrorist strike. Friday’s decision by the Bush administration to raise the national threat level to orange, or “high” risk, was “the most significant threat warning we could have issued since Sept. 11, 2001,” said Secretary of Homeland Security Tom Ridge, who appeared on three network morning shows.
