Osama bin Laden, the accused mastermind of the World Trade Center attacks, took center stage in the Iraq crisis Wednesday with the release of a tape exhorting Muslims to fight the “allies of the devil.” The State Department, eager to boost support for a possible war against Iraq, portrayed the audiotape, broadcast by al-Jazeera television in Qatar Tuesday, as proof that Iraq and bin Laden’s al Qaeda network were in cahoots. But in yet another sign the United States was having trouble selling its ideas across the Atlantic, a German government spokesman publicly questioned a linkage. “From what is known so far, we don’t think we can conclude that there is evidence of an axis or close link between the regime in Baghdad and al Qaeda,” the German spokesman said.
