In the days after the Sept. 11 attacks, as investigators rushed to piece together details of the plot, they came to the conclusion that Mohamed Atta was the leader of a group of student recruits, that he and two of these recruits planned the attacks while based in Hamburg and went on to pilot three of the four hijacked planes. But though Mr. Atta has become generally regarded as the mastermind of the local cell, German and American investigators have since come to recognize the importance of another onetime student in Hamburg, Ramzi bin al-Shibh, who has emerged as the more likely conduit between the cell here and Al Qaeda’s leadership in Afghanistan.
