Washington state’s two largest ports are the first in the nation to unveil a new system for securing and tracking shipping containers, a high-tech response to the threat that terrorists could use cargo ships to attack the United States. Other American ports have plans to implement similar measures soon, but officials hailed the arrival at the Port of Seattle of two electronically sealed containers holding plastic flowers and Hello Kitty radios from Hong Kong as a milestone in efforts to secure the nation’s ports.
