Liberian rebels have reached within 15 miles of Monrovia, their nation’s capital, auguring a return to fighting in one of the most blood-soaked countries in the region. Charles Taylor, a warlord turned elected president, flew back to the capital today and invited the rebels to talk. The rebels, who call themselves Liberians United for Reconciliation and Democracy, said they had advanced as close to Monrovia as they have since they launched the war in 2000 to oust Mr. Taylor. Today, their commander demanded Mr. Taylor’s resignation. “We give him one week to leave because we want to save the lives of innocent people in Monrovia,” said Sekou Darmate Conneh, chairman of the rebel group, in a telephone interview from Voinjama, rebel headquarters in northwestern Lofa County.
