The head of the new Department of Homeland Security announced a shakeup of the nation’s border protection agencies Thursday, even as government investigators reported getting past border guards by using fake names and identification papers. On his first public trip beyond Washington as the nation’s homeland security secretary, Tom Ridge used a tour of Miami’s busy commercial port to tout the border security reorganization and President Bush’s request for a 10% increase in homeland security spending in 2004.
