New homeland security chief Tom Ridge, telling America’s enemies: “We are coming after you,” set out his plans on Thursday for tightening security at U.S. borders and preventing further Sept. 11-style attacks. “To our enemies: we do not cower, we are coming after you,” Ridge said in his first major policy speech since being sworn in as the secretary of the massive new department that will merge all or part of 22 existing agencies. “Whether your threats come via a suitcase or on a suicide bomber, pathogens in the air or armed passengers on an airplane … we will use every tool at our disposal to stop you,” he told a meeting of new department workers at the Port of Miami.
