Garland is a leader in preparing a defense against weapons of mass destruction, according to Darrell Toups, the city`s emergency management coordinator. The city was one of 120 nationwide – and five in the Dallas-Fort Worth area – chosen for a preparedness program long before the Sept. 11 terrorist attacks.
