The most likely places for terrorism to suddently erupt are railroads, schools and even the Sheboygan County fairgrounds. Thats one of the listings in a revised anti-terrorism plan that focuses on the terms and abilities of various Sheboygan County agencies that take immediate action, Emergency Management Director Stacy Karbe told a committee Wednesday.
