Angola&#039s UNITA rebels lack the capacity to threaten the government in Luanda despite an increase in guerrilla activity, the country&#039s army chief said in a radio interview on Monday. “Contrary to what may be thought, these guerrillas are not increasing their actions, but decreasing them,” General Joao Batista de Matos told state-owned Radio Nacional. “It may be that in the last few days they have appeared in some sensitive areas of the country and may have made the people a little worried.
