There is little that any country can do to protect every potential target from assassination by determined terrorists. But the killing of Brigadier Stephen Saunders in central Athens yesterday was brazen, horrific and inexcusable. It came less than a week after Greece was accused by a US congressional report of such indolence in fighting terrorism that it ranked second only after Colombia in attacks on American targets last year. Greece reacted at the time with petulant denials. Now not even the swift and heartfelt apologies from the Greek Prime Minister and Foreign Minister can hide their Government's shame or deflect the anger growing in Western capitals at this despicable act of terrorism.
