“With the future of the Assad regime now well in hand, the Kremlin has turned its attention to another former Soviet client in the Middle East – Libya. The ‘Libyan Political Agreement’ negotiated under UN supervision and announced on December 17, 2015, was supposed to herald the formation of a unity government for Libya and begin the process of stabilizing a country that has been torn apart by four years of civil war. It did neither. Instead, the two rival governments, the Tobruk-based House of Representatives (HR) and the Tripoli headquartered General National Congress (GNC), have continued their rivalry.”
