Russia Introduces Three-Level Terrorism Threat System

“Russian President Vladimir Putin signed a decree on Saturday that introduces a three-level alarm system of terrorism threat, the Kremlin’s press service said.
‘In order to timely inform people about the emergence of a terrorism threat and to organize activities to counter its realization, the following levels of the terrorism threat can be imposed on the specific Russian territories: blue level for elevated alert, yellow one for high alert, red one for critical alert,’ the Kremlin said in a statement.”
