Congress support for the resolution is related to the devastating humanitarian crisis in Yemen as a result of five years of fighting, and frustration with Saudi Arabia over the murder of journalist Jamal Khashoggi by Saudi agents at the Saudi consulate in Istanbul. The bill was also considered a rebuke of Trump, who denounced it as “an unnecessary, dangerous attempt to weaken my constitutional authorities, endangering the lives of American citizens and brave service members, both today and in the future.”
