The US ambassador to the UN Nikki Haley recently shared remarks on her ability to use President Trump’s aggressive and unpredictable rhetoric as a beneficial bargaining tool with world leaders. The ambassador claimed that her hand was strengthened through the uncertainty of world leaders during the high point of tensions between North Korea and the U.S., saying “I bounced it off the president’s rhetoric, saying, ‘I can’t stop him. I’m not going to be able to control him. We’ve got to get this done.’ All of that was very, very helpful, because I would say…’I don’t know what he’s going to do…he very well could use military action.’” For a more in-depth look at the function of uncertainty and emotion in nuclear negotiation, read this OODALoop analysis of the topic from December 2017.
